U.S. -Japan Joint Nuclear Energy Action Plan (4/27/07)
The plan, a result of extensive, long-term negotiations, was signed April 18 and presented to President Bush and Japan’s prime minister, Shinzo Abe on April 25. The Global Nuclear Energy Partnership (GNEP) seeks to expand the use of nuclear energy while promoting nuclear safety and nonproliferation. Under the partnership, countries with secure, advanced nuclear capabilities would provide “closed cycle” fuel services - deliveries of fresh fuel and recovery of used fuel - to other countries that would agree to use nuclear materials for power generation only.

The U.S. Environmental Protection Agency has released the national greenhouse gas inventory, which finds that overall emissions during 2005 increased by less than one percent from the previous year. The report, Inventory of U.S. Greenhouse Gas Emissions and Sinks: 1990-2005, was published after gathering comments from a broad range of stakeholders across the country.

The 4th International Conference on Avian Influenza (12/7/06)
Bamako, Mali - More than 350 representatives from countries around the globe gathered in this West African nation December 6 for three days of meetings to assess programs that seek to counter the threat of avian and pandemic influenza and to boost financial support for preparedness and response efforts worldwide.
Attendees at the 4th International Conference on Avian Influenza, hosted by the African Union and the government of Mali in conjunction with the European Union (EU), are working to increase help for countries that face potential severe social and economic consequences from an avian influenza outbreak.
Headed by Ambassador John Lange, special representative on avian and pandemic influenza at the State Department, the U.S. delegation joined senior representatives of the United Nations and other international and regional organizations to offer an update on worldwide outbreaks of the virus and its transmission risks.

New AIDS Rport "The Global HIV/AIDS Pandemic 2006" (8/15/06)
On August 11 the U.S. Centers for Disease Control and Prevention (CDC) released a new report on AIDS. According to this report, 2.8 million persons died from AIDS in 2005, and 4.1 million were newly infected with HIV. The report was released on August 13, two days before the opening of the XVI International AIDS Conference in Toronto. The biennial meeting sponsored by the International AIDS Society is the world’s largest meeting focused on the disease. More than 25,000 people involved in research, health care, policymaking or activism attended, according to conference organizers.

The Office to Monitor and Combat Trafficking in Persons released the sixth annual Department of State Trafficking in Persons Report on June 5. The report is the most comprehensive worldwide report on the efforts of governments to combat severe forms of trafficking in persons. The report describes activities of the Japanese Government as follows: "The Government of Japan does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so." The U.N. General Assembly High-Level Meeting on AIDS finished on June 2, proposing a detailed plan on the goal of universal access to treatment, care, and support for all who need it by 2010. Situation updates - Avian influenza (5/26/06)
Six members of an Indonesian family have now died from the highly pathogenic form of avian influenza, H5N1, that has killed 124 people in nine countries, the World Health Organization (WHO) confirmed May 23.
The H5N1 strain has appeared in animals in more than 50 countries since it first began spreading in Southeast Asia in late 2003. Human cases have appeared in 10 countries, with a total of more than 220 infections.

25th Anniversary of the First Space Shuttle Flight (4/14/06)
NASA is celebrating the 25th anniversary of the first space shuttle flight. NASA has signed an agreement with other U.S. and international agencies to launch the Ocean Surface Topography Mission in 2008. This agreement substantially advances the continuation of a long-term record of sea-level measurements based on satellite measurements of sea level height, which are needed to understand ocean circulation and its long-term climate effects.

U.S. Study Finds There Is No Safe Level for Ozone (2/24/06)
A nationwide study sponsored by the U.S. Environmental Protection Agency (EPA) and the Centers for Disease Control and Prevention shows that even at very low levels, ozone - the main ingredient in smog - increases the risk of premature death.
According to a February 16 Yale University press release, if a safe level for ozone exists, it is only at very low or natural levels and far below levels deemed acceptable by current U.S. and international regulations.
The study builds on research published in November 2004 in the Journal of the American Medical Association,the first national study of ozone and mortality.

The Energy Information Administration released the International Energy Outlook 2005 (IEO2005) on July 29th. According to the report, worldwide energy consumption is projected to grow by 57 percent between 2002 and 2025. The IEO2005 shows strongest growth in energy consumption among the emerging economies of the world, especially emerging Asia (including China and India), where robust economic growth drives the increase in energy use over the projection period.

U.S. - Japanese Satellite TRMM (7/11/05)
Scientists have found a new way to process radar data from the NASA-Japan Aerospace Exploration Agency's (JAXA) Tropical Rainfall Measuring Mission (TRMM) satellite that allows forecasters to predict changes in a hurricane's intensity. According to a NASA press release, forecasters must be able to see where the rain is concentrated and how heavily the rain is falling in different parts of a tropical cyclone. NASA has sped up the process of getting these data to three hours and can display it in three dimensions.

7th International Congress on AIDS (7/8/05)
The seventh International Congress on AIDS in Asia and the Pacific (ICAPP) was held in Kobe from July 1st to July 5th. According to the Joint United Nations Programme on HIV/AIDS (UNAIDS), around 8.2 million people are living with HIV in the region. In the aftermath of the disastrous Indian Ocean earthquake and tsunami in December 2004, UNAIDS also sees opportunity for better dissemination of the HIV prevention message.

The 2005 Trafficking in Persons Report was released by the State Department on June 3rd. The fifth annual report investigates the efforts of various governments to combat human trafficking. It is estimated that up to 800,000 people are trafficked across international borders every year, and the US alone provided more than $96 million in 2004 to help other countries in their anti-trafficking efforts.
